Edo Assembly Passes Bill for Establishment of Edo State Housing Estate and Real Estate Regulatory Agency

The Edo State House of Assembly, on resumption of plenary, adopted its business calendar for the third quarter of the fourth session of the 8th Assembly.
The Majority Leader, Hon. Jonathan Ibhamawu, who presented the proposed schedule, stated that the House will sit for a total of 207 days across the legislative period.
According to the breakdown, June to August will have 51 sitting days; October to December, 57 days; February to March, 40 days; and March to May, 41 days.
After due consideration, the calendar was adopted.
In the course of plenary, the House considered a bill seeking to repeal the Edo State College of Agriculture Law (1992), the 2015 amendment, and the Edo State College of Natural Resources Law (2019), and to enact a unified law establishing the Edo State College of Agriculture, Science and Technology.
Leading the debate, Hon. Jonathan Ibhamawu noted that the proposed legislation is aimed at reviving the College of Agriculture in Iguoriakhi and its allied campuses, which have remained under lock and key.
He explained that the new institution would be expanded to accommodate programmes in science and technology, increase student enrollment, and create employment opportunities for both academic and non-academic staff.
He further expressed confidence that the administration of Governor Monday Okpebholo is committed to securing the necessary accreditation for the institution across all relevant disciplines.
Lawmakers who contributed to the debate, including Hon. Sunday Aghedo, Hon. Kingsley Ugbabi, Hon. Addeh Isibor (Deputy Majority Leader), Rt. Hon. Mariam Edeko, and Hon. Sunny Ojezele, expressed support for the bill, highlighting its potential to drive development, enhance natural resource utilization, improve food security, and boost employment and investment in agro-related sectors. They also noted that intervention agencies such as TETFund and NDDC could be attracted to support the institution.
The bill has been referred to the House Committees on Education and Agriculture for further legislative scrutiny, with a mandate to report back within two weeks.
Also at plenary, the House passed a bill for a law to establish the Edo State Housing Estate and Real Estate Regulatory Agency and other matters connected therewith.
The bill is to set up an agency to regulate the real estate sector in the state. It underwent clause-by-clause consideration at the Committee of the Whole.
The House thereafter adjourned plenary to Monday, April 27, 2026.
